The next CSREM Roundtable meeting is Tuesday, April 09th at 10:00. This month’s professional development topic is health/injury related “Initial evaluation and early management of soft tissue injuries.”

Our speaker is John Burress who will be presenting on “Initial evaluation and early management of soft tissue injuries.”

March Meeting

Our next CSREM Roundtable Alliance safety professional development meeting is Tuesday, March 12th at 10:00. This month’s topic is Cup Lifters. 

This month’s topic is being presented by Bob Kunz, Corporate Safety Director, Dimeo Construction Company. Ryan Wells, ARM, Risk Management and Safety Consultant for Intrinsic Risk Services and Massey Plate Glass will joining the discussion on vacuum lifters.

The presentation will include the following:

  • A continuation of 29 CFR 1926.1427 Crane Operator Training, Certification and Evaluation
  • A presentation discussing vacuum lifters, including without limitation
    • Lessons learned from two dropped loads events,
    • Custom made vacuum lifters
    • Applicability of OSHA 29 CFR 1926.251 (a)(4) and ASME B30.20 Below-The-Hook Lifting Devices

January’s Meeting Announcement

Happy New Year Roundtable folks, 

Our next CSREM Roundtable Alliance safety professional development meeting is Tuesday, January 08th at 10:00. This month’s speaker is Bob Kunz. Bob will present on two subjects, including visual risk mitigation plans and provisions of OSHA 29 CFR 1926.1427 operator qualification and certification,

Bob Kunz, Corporate Safety Director of Dimeo Construction Company will explore during the first half of the meeting, prevention by design and visual communication strategies. Over the past 27 years, we all  have seen an enormous amount of change in the industry.  The most significant advancement is centered around communication.  The ability to exchange ideas and information electronically through Skype, 360 degree cameras, visual mockups, Blue Beam, BIM, animations has created a tremendous opportunity for safety professionals to understand, anticipate, and develop visual risk mitigation plans. 

During the last half of our meeting there will be an interactive group discussion regarding Subpart CC. After several years of negotiated rulemaking, subpart CC, was codified in 2010 with an effective date of November 8, 2010.  OSHA delayed the enforcement of the 1926.1427 until a consensus with the stake holders could be reached.  A consensus was reached and the final rule was published on November 9, 2018.  Further discussion will relate to the provisions of OSHA 29 CFR 1926.1427 operator qualification and certification, with the emphasis on evaluations, for example:

  • Who is the evaluator?
  • What must be documented?
  • How are tests administered?
  • What language?
  • What if an operated was employed prior to 12/10/18?

December’s Meeting

Happy Holiday’s Roundtable folks,

Our next CSREM Roundtable Alliance safety professional development meeting is Tuesday, December 11th at 10:00. This month we have two speakers as follows:

Joe Green, Compliance Assistance Specialist from the Andover Area Office will discuss why OSHA updated its National Emphasis Program (NEP) on Trenching and Excavation and how the Agency is supporting compliance assistance and inspection programs that address trenching and excavation operations. OSHA has documented the continuing incidence of trench/excavation collapses and accompanying loss of life and has determined that trenching and excavating worksites continue to warrant an increased enforcement presence nationally. Trenching and excavation work exposes workers to extremely dangerous hazards.  According to data, there were 130 fatalities recorded in trenching and excavation operations between 2011 and 2016.  The private construction industry accounted for 80%, or 104, of those fatalities.  An alarming 49% of those construction fatalities occurred between 2015 and 2016.

 

Daniel Kilburn, Engineering Supervisor, Massachusetts Division of Professional Licensure, Office of Public Safety and Inspections, Tewksbury, MA (617) 877-0737 will present on MA Hoisting Regulations as a subject and more specifically to recent hoisting regulation changes since his last Roundtable presentation.  As most of you remember Dan and Rob Anderson Chief of Inspections – Building & Engineering co-presented at the June, 13, 2017  Roundtable meeting sponsored and hosted by Consigli. They provided an eloquent explanation through the Ninth Edition of the State Building Codes, Construction Supervisor Licensing and Other Exams, Trenching regulations, Recreational Tramway Safety and MA Hoisting Licenses. Robs presentation is posted to our CSREM website. Question: do you still need to have a valid driver’s license to apply for a MA Hydraulic License? In my opinion, all of us who have fork trucks in our warehouse facility and Lull’s on our jobsites need to hear Dan speech on the difference of MA operator training requirements.

Our next CSREM Roundtable Alliance safety professional development meeting is Tuesday, November 13th at 10:00. This month’s speaker is Tim Irving and topic is his annual OSHA update.

Tim Irving, Assistant Regional Administrator for Cooperative and State Programs, US DOL/OSHA Region 1 Office, JFK Federal Building, Room E 340, Boston, MA, 02203, will present his ever popular “Annual OSHA Update” and recap of the agency’s fiscal year enforcement and outreach results for FY 2018.  The review will cover the national, regional and local inspection and citation information as well as the regional fatal accident statistics. The CSREM has been instrumental in the success of the OSHA outreach efforts and other campaigns. Tim will give an update on how the success of these local events have national implications and how we can support upcoming training and Region I’s effort to initiate the 24/7 Challenge where organizations “Don’t just ensure your workers go home safe – Make sure they come back to work healthy the next shift.”

The next CSREM Roundtable Alliance safety professional development meeting is Tuesday, April 10th at 10:00. This month’s Topic is a presentation on Melanoma the skin cancer. Outdoor workers are exposed to the sun for long periods of time including during the peak hours of the day when the sun is at its strongest.

Speakers are Deb Girard, Executive Director of IMPACT Melanoma and Dr. Robin Travers of IMPACT Melanoma. Together theywill present important information and statistics about skin cancer and best practices to prevent and reduce your risk. In addition, attendees will have the chance to use a UV facial scanner to help understand the damaging effects of the sun and through the use of ultra-violet rays see the underlying layer of their skin not visible to the naked eye.

The next CSREM Roundtable Alliance safety professional development meeting is Tuesday, March 13th at 10:00. This month’s Topic is a presentation through the eyes of the fire service on the requirements and enforcement of NFPA 241, Safeguarding Construction, Alternation, and Demolition Operations.

Speaker is Lt. Christopher G. Towski, Fire Prevention Bureau Inspector, Electrical Safety Officer, Cambridge Fire Department. Bio is attached. Discussion will cover historic fires, the regulatory code path, gaps in the construction industry and real life examples of some of the issues commonly found in construction operations due to the presence of large quantities of combustible materials and debris, as well as some unusual ignition sources that may not be present following construction operations.

  • The Construction Safety Roundtable of Eastern Massachusetts renewed a five-year agreement with OSHA’s offices in Braintree and Andover, Mass., to encourage a dialogue between OSHA and local industry. Members will share safe work practices, provide updates on OSHA procedures and policies, promote involvement in OSHA safety stand-downs, and create safety and health communication tools. Since 2000, the Alliance delivered the OSHA 10-hour Construction Outreach Training Program to more than 10,000 vocational high school students throughout Massachusetts.

The open renewal membership expired with last month’s meeting – we will move forward with our regular protocols whereas one needs to be sponsored by an existing member to join our Roundtable group.

October’s Meeting Announcement

Hello Roundtable folks,

The next CSREM Roundtable meeting is Tuesday, October 10th at 10:00. This month’s topic is the new Silica Standard that went into effect 09/23/17. Yes, the agency said it will not begin issuing fines and citations for another 30 days. The Roundtable has had this standard explained to us twice now once March 2016 by Susan Shepherd (State view) and again on December 2016 by Bob Kunz (contractors view). This month’s speaker is Lisa J. Sullivan, Regional Industrial Hygienist, USDOL – OSHA, Region 1 (will present the Federal view).

Member of the Roundtable will learn about OSHA’s new standard for Occupational Exposure to Respirable Crystalline Silica. The dangers and health risks of silica exposure will be described, and the requirements for Construction will be explained.  The phase-in period and effective dates for various aspects of the standard will be covered during Lisa’s presentation.

This is not just a review of the Standard. The rule reduces acceptable exposure limits to airborne silica and requires a written plan, training and, in some cases, medical monitoring to manage the dust. Lisa is prepared to answer the tough questions i.e. as they pertain to:

  • Medical Surveillance. Do I just create a form outlining the reason for the medical surveillance and have any person who would be potentially wearing a respirator more than 30 days annually sign it stating either yes or no to the exam?  Or do I offer it to all of the guys that we have fit tested regularly?  We do have a core group of guys that work with asbestos that have received chest x-rays, would they be covered under this as well since they do wear respirators?

 

  • Respirators. When fit testing is to be completed and the 30 day requirement and the medical surveillance that is to take place. When does a chest x-ray take place and can the person refuse that? Additionally my biggest question is what if a person wears the respirator for 20 minutes one day is that considered a day? How are you counting the thirty days – is it 8 hours or is it just use in a day? There appears to be two interpretations of the time clock. What do you do if an employee leave for a period of time and comes back? What do you do if a worker wears their respirators one week then don’t use it again for a month how do you monitor that is it thirty consecutive days or any thirty days? The “30 days” in a year of respirator use is unclear.  Does this mean that if worn for 30 separate days this applies? Or does it mean that 240 hours of respirator use in a year?

 

  • Medical Examinations – chest X-ray requires a B- reader, there is a physical exam, there is a pulmonary function test required and a TB test which requires a second medical visit because they have to read the test two days later.

The next CSREM Roundtable meeting is Tuesday, June 13th at 10:00. This month’s professional development topic is old State Department of Public Safety (DPS) is now the Office of Public Safety & Inspections.

Our speaker for this meeting is Robert Anderson, Chief of Inspections – Building & Engineering,
