The next CSREM Roundtable Alliance safety professional development meeting is Tuesday, March 13th at 10:00. This month’s Topic is a presentation through the eyes of the fire service on the requirements and enforcement of NFPA 241, Safeguarding Construction, Alternation, and Demolition Operations.

Speaker is Lt. Christopher G. Towski, Fire Prevention Bureau Inspector, Electrical Safety Officer, Cambridge Fire Department. Bio is attached. Discussion will cover historic fires, the regulatory code path, gaps in the construction industry and real life examples of some of the issues commonly found in construction operations due to the presence of large quantities of combustible materials and debris, as well as some unusual ignition sources that may not be present following construction operations.

Tim Irving, Assistant Regional Administrator for Cooperative and State Programs, US DOL/OSHA Region 1 Office, JFK Federal Building, Room E 340, Boston, MA, 02203, will present the ever popular “Annual OSHA Update” and recap the agency’s fiscal year enforcement and outreach results for FY 2017.  The review will cover the national, regional and local inspection and citation information as well as the regional fatal accident statistics. The CSREM has been instrumental in the success of the OSHA outreach efforts and other campaigns. Tim will give an update on how the success of these local events have national implications and how we can support upcoming training.

  • The Construction Safety Roundtable of Eastern Massachusetts renewed a five-year agreement with OSHA’s offices in Braintree and Andover, Mass., to encourage a dialogue between OSHA and local industry. Members will share safe work practices, provide updates on OSHA procedures and policies, promote involvement in OSHA safety stand-downs, and create safety and health communication tools. Since 2000, the Alliance delivered the OSHA 10-hour Construction Outreach Training Program to more than 10,000 vocational high school students throughout Massachusetts.

The open renewal membership expired with last month’s meeting – we will move forward with our regular protocols whereas one needs to be sponsored by an existing member to join our Roundtable group.

October’s Meeting Announcement

Hello Roundtable folks,

The next CSREM Roundtable meeting is Tuesday, October 10th at 10:00. This month’s topic is the new Silica Standard that went into effect 09/23/17. Yes, the agency said it will not begin issuing fines and citations for another 30 days. The Roundtable has had this standard explained to us twice now once March 2016 by Susan Shepherd (State view) and again on December 2016 by Bob Kunz (contractors view). This month’s speaker is Lisa J. Sullivan, Regional Industrial Hygienist, USDOL – OSHA, Region 1 (will present the Federal view).

Member of the Roundtable will learn about OSHA’s new standard for Occupational Exposure to Respirable Crystalline Silica. The dangers and health risks of silica exposure will be described, and the requirements for Construction will be explained.  The phase-in period and effective dates for various aspects of the standard will be covered during Lisa’s presentation.

This is not just a review of the Standard. The rule reduces acceptable exposure limits to airborne silica and requires a written plan, training and, in some cases, medical monitoring to manage the dust. Lisa is prepared to answer the tough questions i.e. as they pertain to:

  • Medical Surveillance. Do I just create a form outlining the reason for the medical surveillance and have any person who would be potentially wearing a respirator more than 30 days annually sign it stating either yes or no to the exam?  Or do I offer it to all of the guys that we have fit tested regularly?  We do have a core group of guys that work with asbestos that have received chest x-rays, would they be covered under this as well since they do wear respirators?

 

  • Respirators. When fit testing is to be completed and the 30 day requirement and the medical surveillance that is to take place. When does a chest x-ray take place and can the person refuse that? Additionally my biggest question is what if a person wears the respirator for 20 minutes one day is that considered a day? How are you counting the thirty days – is it 8 hours or is it just use in a day? There appears to be two interpretations of the time clock. What do you do if an employee leave for a period of time and comes back? What do you do if a worker wears their respirators one week then don’t use it again for a month how do you monitor that is it thirty consecutive days or any thirty days? The “30 days” in a year of respirator use is unclear.  Does this mean that if worn for 30 separate days this applies? Or does it mean that 240 hours of respirator use in a year?

 

  • Medical Examinations – chest X-ray requires a B- reader, there is a physical exam, there is a pulmonary function test required and a TB test which requires a second medical visit because they have to read the test two days later.

The professional development topic is “Suicide in the Workplace and Prevention Methods.”  According to the Center for Disease Control (CDC), Construction and Extraction workers account for 10.8% of the nation’s suicides and according to the Massachusetts Department of Public Health, suicide (11) was the leading single cause of workplace fatalities in 2013, followed by falls (10) as the second.

Our speakers will be Shamera Simpson, The American Foundation for Suicide Prevention’s (AFSP) Area Director, Eastern MA and RI; Kelley Cunningham,  Commonwealth of Massachusetts Assistant Director of the Suicide Prevention Program, and Timothy Irving, OSHA Assistant Regional Administrator will be presenting on this topic.  Highlights of this presentation will focus on facts about occupational suicide as reported by the CDC, Bureau of Labor Statistics and the Massachusetts Department of Public Health;  AFSP will present a suicide prevention training called Talk Saves Lives and MA Division of Violence and Injury Prevention will review available resources and update on local initiatives targeted at the CSREM membership.

The next CSREM Roundtable meeting is Tuesday, February 14th at 10:00. The professional development topic is Managing-Fire-Safety-On-Your-Construction-Project.

Peter C. Harrod, P.E.  Principal, Code Red Consultants, LLC, Fire and Life Safety Specialty Consultants will provide an enlightening presentation regarding the recent adoption of the new Massachusetts Fire Prevention Code and it’s reference to NFPA 241, property managers need to understand their responsibility associated with construction fire safety.  This program will outline the scoping provisions associated with these requirements, while providing us a clear understanding as to the role of the newly introduced Fire Prevention Program Manager.  Pete will outline the general contents of a formal Construction Safety Program and explain how it is different, yet supplemented by a fire protection Impairment Plan.  Attendees will learn how to create a framework of relevant sections and appendices depending on the complexity of our next renovation or new construction project.  Specifically, Pete will explain how a plan managed by the owner is just as critical as that plan we implement as the General Contractor.  Lastly, Pete will discuss common challenges faced on construction sites and potential mitigation when strict code compliance is unavoidable.  This presentation will help out in the education of project managers on some best practices in the most difficult aspect of construction site fire safety; the process of implementation.  We will be left with some great tools to log impairments, hot work, fire watch, and safety survey results.

Our next and last for 2016 CSREM Roundtable Alliance professional safety development meeting is Tuesday, December 13th at 10:00. The topic for this meeting is Respirable Crystalline Silica Standard in Construction.

In our March 2016 Roundtable meeting Susan Shepherd, MA Department of Labor Standards, On-Site Consultation Program, explained the contents and responsibilities of the new Respirable Crystalline Silica Standard in Construction to us. Susan had shared her March speaking presentation for Roundtable membership reference as attached (at the end of this post). Now that we have had time to digest most of those items, it is time to understand the employer requirements and other key contractor provisions of this standard. In 193 days from this December 13th meeting contractors must be in compliance with final “Respirable Crystalline Silica Standard in Construction: rule sans legal delay or re-opening of the rulemaking process.

Join us while Bob Kunz, Corporate Safety Director, Dimeo Construction Company, leads us through a wide ranging interactive discussion (from the contractors perspective) related to this standard with a compliance required date of June 23, 2017.  We will discuss, various items such as the role and responsibility of the competent person, the difference between engaged and in vicinity workers (Is compliance with the 18 Table 1 tasks enough?), real-time exposure assessment(s), medical surveillance, and written exposure control plan(s).” Bob has had years of Crystalline Silica sampling and worker experience from a Silicosis point of view from open pit mining activities.

It has been a while since we’ve had a lesson learned presentation. As a group, we all participated in September 13th OSHA’s Region 1 Cut-It-Out Stand Down regarding the safe use of Cut Off Saws. While we have Bob at the podium, Bob is willing to share with us a lessoned learned on chop saws that he created for his Dimeo team.

May Meeting Announcement

Hello Roundtable folks,

Our next CSREM Roundtable Alliance safety professional development meeting is Tuesday, May 10th at 10:00. The topic for this month’s meeting is Underground Electric Utility Safety & New Customer Connect.

Michael Hayhurst, Vice President of Eversource Electric and Gas will present an overview of how the electric system operates in this area as well as focusing on the Underground Electric Grid.

Michael Sweeney, Manager, Eversource Distribution Construction & Contractor Civil Construction, will present on the Eversource Electric Utility transmission and sub-transmission system design which includes all aspects of underground civil construction as it relates to Eversource Electric in the city of Boston.

Mr. Sweeney will also review safety guidelines as they relate to the following:

  1. 1Establishing and maintaining effective communication with Eversource and their contractors throughout the completion of work.
  2. Dig Safe
  3. Underground Electric Safety
  4. Work-zone safety precautions designed to protect pedestrian traffic, motorists, and neighboring customers.

John Quinn, Senior Supervisor, Eversource New Customer Connect, will discuss protocol for new customer connect requests.

The Lessons Learned portion of our meeting will be presented by Jon Duffy, Manager, Eversource Safety, and Shaun O’Sullivan, Local #369 safety representative will review a “near miss” that involved construction excavation equipment and an energized underground high voltage cable.

October’s Meeting Information

Hello Roundtable folks,

Our next CSREM Roundtable Alliance safety professional development meeting is Tuesday, October 13 at 10:00. Our speaker is Kimberly A Stille, Regional Administrator, USDOL – OSHA Region I. Kim will provide a DOC (Directorate of Construction) update coupled with a general OSHA update.

As you remember at last month’s meeting, Mark Heffron, Sr. Safety and Health Specialist from OSHA’s Region 1 Enforcement Program and Technical Support, Boston Office instructed us in the new Confined Space in Construction Subpart AA Standard. Mark developed a power point presentation for our meeting. Many of you requested if Mark would make his very detailed presentation available. Your requests were heard and answered. Mark obtained permission to release his presentation. It is both posted on our CSREM website. Although, rather that make you hunt and peck for it, for your ease, we have attached it (all 55 pages) to this email.

This October meeting is being sponsored and hosted by Shaun Carvalho, Safety Director, Shawmut Design and Construction.
